Chapter 246-295. Satellite system management agencies. |
Section 246-295-001. Purpose.

- (1) The purpose of these rules is to:(a) Establish criteria for approving satellite system management agencies hereafter referred to as satellite management agencies (SMAs) pursuant to RCW 70.116.134;(b) Delineate the process organizations and/or individuals must follow to be considered an approved SMA; and(c) Outline procedures for coordination between water users, purveyors, SMAs, local government and the department.(2) This chapter is specifically designed to ensure:(a) The enhancement of public health through the use of SMAs;(b) SMAs are capable of providing high quality drinking water in a reliable manner and in a quantity suitable for intended use;(c) SMAs are capable of meeting the requirements of the federal Safe Drinking Water Act, P.L. 93-523 and P.L. 99-339; and(d) Uniformity in the SMAs determination and compliance processes.(3) Other statutes relating to this chapter are:(a) Chapter 43.20 RCW, State board of health;(b) RCW 43.20B.020 Fees for services—Department of health and department of social and health services;(c) Chapter 43.70 RCW, Department of health;(d) Chapter 70.116 RCW, Public Water System Coordination Act of 1977;(e) Chapter 70.119 RCW, Public water supply systems—Certification and regulation of operators; and(f) Chapter 70.119A, Public water systems—Penalties and compliance.[Statutory Authority: RCW 70.116.134.
