Subject of Possible Rule Making: Candidates' joint campaign expenses-Transferring campaign contributions from one candidate to another.

42.17A.110(1).
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: RCW
42.17A.430(8) prohibits a candidate from transferring campaign funds to another candidate. Currently, WAC 390-16-234 allows joint campaign expenses to be paid by one candidate who is reimbursed proportionately by the other participating candidates. The commission will change its rules to require candidates to directly pay their prorated share of joint campaign expenses.

Process for Developing New Rule: The commission expects to review draft rule language during the regular September 22, 2016, meeting and schedule a hearing for the purpose of adopting the proposed rule during the regular December 8, 2016, meeting.
