EMERGENCY RULES

Effective Date of Rule: June 1, 2015.
Purpose: Amend recreational fishing rules for the Skykomish River.
Citation of Existing Rules Affected by this Order: Repealing WAC 220-310-19000T; and amending WAC 220-310-190.
Statutory Authority for Adoption: RCW
77.04.012, 77.04.020, 77.12.045, and 77.12.047.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: The forecast run size for Wallace River Hatchery chinook is below broodstock needs. Hatchery returns will be closely monitored and if early returns indicate that the run size will meet broodstock needs the Skykomish mark selective fishery will open. There is insufficient time to adopt permanent rules.

NEW SECTION
WAC 220-310-19000T Freshwater exceptions to statewide rules-Skykomish River.
Notwithstanding the provisions of WAC 220-310-190, effective June 1 through July 31, 2015, it is unlawful to fish for Chinook salmon in the waters of the Skykomish River from the mouth upstream to the mouth of Wallace River.
REPEALER
The following section of the Washington Administrative Code is repealed effective August 1, 2015:
