    Following is the office of financial management's (OFM) semi-annual rule-making agenda for publication in the Washington State Register. This list identifies rules under development and rules with anticipated rule-making action during the next six months.
    This agenda is available on OFM's web site at http://ofm.wa.gov/rulemaking/default.asp. The information on our web site is updated as rule-making notices are filed. If OFM should begin rule-making activities for a rule not listed on the agenda shown below, that information will also be posted.

    Government federal shutdown - address the temporary layoff notice period, time frame and appeal rights when a temporary layoff is due to the failure of congress to pass a continuing resolution or a federal budget.

    Performance management confirmation - amend rules to remove the performance-based compensation but keep the ability to factor in individual performance when granting recognition leave and when making layoff decisions.

    College recruitment program - repeal rules as these rules are no longer necessary due to 2005 civil service reform.

    The director review rules were part of a LEAN project and HR staff underwent a complete review of this process. As a result, director's review rules have been updated.

    All payer claims database (APCD) - chapter 43.371 RCW directs OFM to adopt rules for the APCD. Rule making will be in phases. Phase 1 began in August. Phase 2 may begin during this time period.
    Anticipation [Anticipated] adoption of first set of rules in January. CR-102 for next set of rules will be filed before June 30, 2016. CR-101 for Phase 2 rules may be filed before June.

    Public disclosure rules need to be updated to match current law and current agency practices.
