Rule is necessary because of federal law, August 1998 Amendments to the Rehabilitation Act of 1973; 34 C.F.R. Part 361 and 34 C.F.R. Part 363.

DSHS/division of vocational rehabilitation has analyzed the proposed rule changes and concludes that they will impose no new or disproportionate costs on small businesses.
