Effective Date of Rule: October 1, 2015.
Purpose: Amend recreational fishing rules.
Citation of Existing Rules Affected by this Order: Amending WAC 220-310-180.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: Surplus coho, hatchery Chinook, and hatchery steelhead exist to provide expanded angling opportunities for the American[s] [with] Disabilities Act (ADA) access only sport fisheries at the Forks Creek Hatchery. There is insufficient time to adopt permanent rules.

WAC 220-310-18000C Freshwater exceptions to statewide rules-Coastal.
Notwithstanding the provisions of WAC 220-310-180 and WAC 232-12-825, effective October 1, 2015, until further notice, it is permissible for anglers with lower extremity disabilities who must permanently use a medically prescribed assistive device every time for mobility and who have been issued a designated harvester companion card to fish within the designated ADA Access Area from the adult weir at Forks Creek Hatchery upstream 500 feet to the fishing boundary sign.
