WAC 420-04-020, proposed by the recreation and conservation office in WSR 09-13-006 appearing in issue 09-13 of the State Register, which was distributed on July 1, 2009, is withdrawn by the code reviser's office under RCW 34.05.335(3), since the proposal was not adopted within the one hundred eighty day period allowed by the statute.
