- Operating agencies that receive Chapter 1 Migrant education program funds shall base their Chapter 1 Migrant education program and projects on an annual assessment of educational needs which meets the following criteria:(1) Identifies migratory children who are eligible to be served under WAC 392-164-170;(2) Requires, consistent with the service priorities in WAC 392-164-250, the selection of those migratory children in the greatest need of special assistance; and(3) Determines the educational needs of the children selected to participate with sufficient specificity to ensure concentration on those needs.[Statutory Authority: RCW 28A.02.100.
