- (1) Contains explosive substance. Water-gel and emulsion explosive materials that contain a substance classified as an explosive must be classified as an explosive.(2) Contains no explosive substance. Water-gel and emulsion explosive materials that do not contain any substance classified as an explosive or as cap-sensitive (as defined under "blasting agent" in WAC 296-52-60130, Definitions) must be classified as an explosive.Note:Water-gel formulas, which are tested and classified as a U.S. DOT Division 1.2 or 1.3 explosives do not require bullet resistant magazines.(3) Contains blasting agent substance. Water-gel and emulsion explosive materials that do not contain any substance classified as an explosive and are not cap-sensitive (as defined under "blasting agent" in WAC 296-52-60130, Definitions) must be classified as blasting agents.
