- (1) Packaging materials. Empty boxes, paper, and fiber packing materials that have previously contained explosive materials must be:• Disposed of in a safe mannerOR• Reused in accordance with U.S. DOT hazardous materials regulations(2) Opening fiberboard cases. Nonsparking metallic slitters may be used for opening fiberboard cases.(3) Deteriorating explosives.
