- (1) Receiver identification. Any person receiving explosives purchased from a dealer must:• Provide proper identification and prove to the satisfaction of the dealer that they are:– The purchaserOR– Their authorized agent• Sign their legal signature on the dealer's receipt.(2) Delivery locations.
