- The purpose of this chapter is to define minimum requirements for the prevention and control of hazards related to the possession, handling, and use of explosives in order to:• Protect the safety and health of the general public• Protect the safety and health of explosive industry employees covered under the Washington Industrial Safety and Health Act (chapter 49.17 RCW)• Develop, support, and maintain safe and healthy use of explosives in Washington state.[Statutory Authority: RCW 49.17.010, [49.17].040, and [49.17].050.
