- (1) No horse may start that has not been properly identified.(2) All horses must be properly tattooed by the thoroughbred racing protective bureau or an approved breeding association, or freeze marked in a manner that meets the standards of the National Crime Information Center.(3) No horse may start unless ownership is first established.
