- (1) Who is issued a wallet card? The director issues a wallet card to a person issued a certificate. The card will be kept by the certificate holder. The certificate holder must make the card available for review at any time.(2) Can the authority having jurisdiction or the director inspect the wallet cards? Yes. The authority having jurisdiction or director may request a certificate holder to display his or her wallet card.
