- The purpose of the medicaid agency's home health program is to reduce the costs of health care services by providing equally effective, less restrictive quality care to the client in the client's residence, subject to the restrictions and limitations in subchapter II.Home health skilled services are provided for acute, intermittent, short-term, and intensive courses of treatment.
