- (1) The party that requested the hearing may be his or her own representative or have anyone represent them except employees of the health care authority (HCA), HCA's authorized agents, and employees of the department of social and health services (DSHS).(2) The party's representative may be a friend, relative, community advocate, attorney, or paralegal.(3) The party should inform the HCA hearing representative and the office of administrative hearings of his or her representative's name, address, and telephone number.(4) Although health care authority (HCA) employees, HCA authorized agents, and other DSHS employees cannot represent other parties to the hearing, they may:(a) Act as a witness;(b) Provide referrals to community legal resources;(c) Assist the party to obtain nonconfidential information; or(d) Inform the party about or provide copies of relevant laws or rules.
