- It is the intent of the legislature, under chapter 80.80 RCW, to establish statutory goals for the statewide reduction of greenhouse gases emissions. The legislature further intends by chapter 80.80 RCW to authorize immediate actions in the electric power generation sector for the reduction of greenhouse gases emissions.[Statutory Authority: Chapter 80.80 RCW.
