- The seasonal child care (SCC) program is subject to available funds. As used in this chapter, "subject to available funds" includes one or more of the following:(1) Limiting or closing enrollment;(2) Establishing a priority list for new enrollees subject to applicable state and federal law; or(3) Creating and maintaining a waiting list.[Statutory Authority: RCW 43.215.060, 43.215.070, and chapter 43.215 RCW.
